So how would you make this?

This is a tapered shim used to mount a F1 steering box in a 32-34  frame.
soaken wet shoes and winkled fingers...
hours and hours
inch at a time...

you could cut it with a band saw.  I tried to cut straight with one and it came out at an angle like that.

Mill and someone who knows how to use it.  Or if you're feeling spry, you could use a belt sander to wear it down to that angle.

I may do that. I think it will put alot of stress around the bolt holes but should be ok.

How about cutting steel bushings down to sizes needed, then get a plate, thinner than the smallest thickness, and weld the bushings into that.  Relieve some of the stress.
