ND Year of registration change?

Boardman was by yesterday asking questions on ID numbers on Fords..."A"s and later.  He said you cannot get the ND ID numbers anymore and register a car as the year it is unless you have the title. In other words if you got a 1929 done today and went down to get a ND ID # and title it will be registered as a 2009!

Supposedly this just happened this year.  

Tom, have you done any snooping?  It might be time again for NDSRA to get real proactive!

As I understand it, if you have a serial # from the year of manufacture they will register it as that year ( don't need a title). They only do the present year when they issue a ND serial number. I had a feeling something like this was going to happen. It's the way other state have been doing it. To many field cars have had titles issued only to be sold out of state. These titles end up coming back when the buyer registers the car in his state, sometimes less than a year after the title was issued. We still have one of the eases states to register a vehicle in, maybe we should let sleeping dogs lie.

I have a problem with a 1930 Ford now turning into a 2009 Homemade.  Also not being able to run the year of manufacure license plates, now you will be subject to front and rear plates if you have a 09 homemade.

39-04-10.4. Antique motor vehicles - License and fee - Use.
1. Any motor vehicle which is at least forty years old may be permanently licensed by
the department upon the payment of a registration fee of ten dollars. The
department shall design and issue a distinctive number plate for this purpose. In lieu
of the distinctive number plate, the owner of the motor vehicle may, at the discretion
of the director, display on the motor vehicle a number plate from the year in which
the motor vehicle was manufactured or in the case of military vehicles, military
identification numbers. The number plate from the year of manufacture or military
identification numbers may not be used in lieu of a distinctive number plate when it
would create a duplication of a number in the recordkeeping system of the
department. A number plate from the year of manufacture or military identification
numbers must be legible and must be restored to the satisfaction of the department.
Notwithstanding section 39-04-11, only one number plate needs to be displayed on
a motor vehicle licensed under this subsection. Motor vehicles registered under the
provisions of this section may not be used in the routine functions of a business or
farming operation.
2. Any motor vehicle which is at least forty years old may, if not licensed under
subsection 1, be permanently licensed using a personalized plate issued under
section 39-04-10.3, in which case a one-time fee of one hundred dollars is due.

39-21-52. Exemption for certain street rod motor vehicles. The provisions of this
chapter or chapter 52-04-01 of the North Dakota Administrative Code relating to bumpers, tires,
and fenders do not apply to street rod motor vehicles. However, a street rod must have all

sale when it was first manufactured. A street rod is a modernized motor vehicle which was

I think this would be ok still, based on "..manufactured to resemble such a motor vehicle."

"maybe we should let sleeping dogs lie".....That doesn't sound like the Tom from the early 80's when the "Street Rod" laws were being fought for.

I know we're getting old, but it might still be worth a fight.  I somewhat understand if you start with a "kit"/body/chassis that was manufacuted  recently it might be a pretty gray area.  But if you are starting with a 1929 body or frame it should be registered as such.

I can see a way of the gov. being able to dictate some unseen future restrictions on them being registered as a 2009!

Todd...do you have a copy of the new law that made this happen?

So who runs the DMV?  And how do they change a rule at their own whim?

I emailed them this a while ago.....we'll see what I get.

To whom it may concern:
 
I am looking for a copy of NDCC 39-02-03.  I am in the process of building a 1929 Ford Coupe.  I initially had the form filled out and was issued a ND ID # and listed as 1929.  I am still a couple years from actually finishing the vehicle.  I needed the ID for insurance purposes.  I did not apply for the title at the time I received the ID #.  I have now heard that it will be titled as a current year vehicle  (2009 or whenever I title it).
 
From your website I have only been able to find the registration rules and regulations dated March of 2008.   NDCC 39-02-03 is referenced under special vehicles codes and dated July 1, 2008.
 
Any help and a copy of NDCC 39-02-03 would be appreciated.

ok since i have a little free time i went down to my friendly dmv and said "i have a modle A ford that i got from a farmer. what do i need to do to get a tittle?" she said " a bill of said and an inspection" (see scan) then i asked about the year on the title to which she said "same as what it was inspected as"

then she gave me a form and marked the two i needed
